Seventy-seventh World Health Assembly

Geneva, Switzerland – Member States at the World Health Assembly have approved a groundbreaking resolution on social participation in national health planning and implementation. This resolution marks the first-ever acknowledgment of the importance of involving people, communities, and civil society in shaping decisions that impact their health and well-being. Recognizing the role of social participation in addressing health inequities and building trust in health systems, the resolution aims to foster two-way dialogues between governments and the people they serve. By incorporating the voices of vulnerable and marginalized groups, this resolution seeks to ensure that health policies and services are responsive to the needs of all individuals.

The implementation of this resolution will involve the establishment of regular national participatory mechanisms, such as dialogues and consultations, to gather recommendations from diverse stakeholders. The World Health Organization (WHO) will support Member States in implementing this resolution by providing technical guidance, capacity building support, and facilitating the sharing of best practices. Progress will be monitored and reported to the Health Assembly in 2026, 2028, and 2030.

In addition to the resolution on social participation, delegates have also requested the development of a global strategy and action plan for integrated emergency, critical, and operative (ECO) care and services from 2026 to 2035. This strategy aims to address the increasing demand for effective ECO care in the face of concurrent human and natural disasters. The WHO secretariat will present a draft strategy to the Health Assembly in 2026.

Furthermore, the Health Assembly has approved a resolution to strengthen mental health and psychosocial support across all stages of emergencies. This resolution emphasizes the importance of integrated, quality mental health services accessible to all individuals, particularly in fragile and conflict-affected areas. WHO will provide technical support and facilitate coordination to ensure the integration of mental health and psychosocial support into emergency preparedness and response frameworks.

Lastly, the World Health Assembly celebrated the 50th anniversary of the Expanded Programme on Immunization (EPI) during a special high-level event. Speakers highlighted the significant impact of immunization on global health, emphasizing the need for renewed political and financial commitment to essential immunization programs.

In a strategic roundtable, delegates discussed innovative solutions to strengthen health financing and progress towards universal health coverage (UHC). The establishment of a Health Impact Investment Platform and the reorientation of health systems towards primary health care were among the initiatives highlighted during the discussion.
