The World Health Organization (WHO) has introduced the “Framework for Assessing Maturity of Health Accounts Institutionalization,” a systematic approach designed to evaluate the development and challenges of institutionalizing Health Accounts (HA). These accounts meticulously track all health expenditures within a country over a specified timeframe.
The framework encompasses four primary domains: demand, governance and financing, institutional technical capacity, and dissemination and use of data.
This initiative aims to gauge the status of countries in the institutionalization process of HA, pinpoint areas that need enhancement, and facilitate cross-country learning. It is primarily intended for policymakers and health accounts teams. The framework includes tailored questions that cater to each country’s distinct context, enabling the assessment of progress and the identification of areas that require further effort.
By implementing this framework, countries can develop sustainable and well-integrated HA systems. This advancement supports data-driven decision-making, efficient resource allocation, and the monitoring of progress towards healthcare financing goals and the achievement of universal health coverage.
